Butler doubles down on health insurer ultimatum, Dutton under pressure to act

Federal Health Minister Mark Butler has laid down an ultimatum to health insurers: pay more to private hospitals or brace for government intervention within three months. Yesterday, Minister Butler escalated the pressure, making it clear there’s no turning back.

“There has been a structural shift of where the money is going in the system. There is a shift downwards for private hospitals. There has been a shift up in profitability and management expenses of insurers. There needs to be a lift in the benefits payments ratio,” Minister Butler stated at the AFR Health Summit.

While the statement lacked specifics about how the government would intervene, the Australian Private Hospitals Association (APHA) has expressed strong support for his commitment. They argue that insurers have been profiting at the expense of the very hospitals keeping the healthcare system afloat.

Recent data from the Australian Prudential Regulation Authority (APRA) confirms the concerning trend: over the past three years, insurers have short-changed private hospitals by more than $3 billion. Meanwhile, insurers have raked in record profits exceeding $5 billion, with $2 billion of that coming in just the last two years. On top of this, insurers awarded themselves an 18% increase in “management fees” for the 2023-24 period, adding another $3.5 billion to their windfall – all while Australians continue to pay higher premiums.

APHA CEO, Brett Heffernan, stated “It has come two-and-a-half years too late for many hospitals… and will come too late for those now on the brink of collapse. But it is important recognition by the Minister that the system needs fixing.”

Private hospitals bear a significant load in the healthcare system, providing 70% of planned surgeries, 62% of acute mental health care, 80% of rehabilitation hospitalisations, and essential treatments like 54% of all chemotherapy. Yet, despite this essential role, many are teetering on the brink of financial ruin.

The controversy is only intensifying, with Shadow Health Minister Senator Anne Ruston accusing the Labor government of exacerbating the crisis. But Opposition Leader Peter Dutton has so far failed to commit to taking action against the health insurance industry.

Heffernan called for urgent reform, adding, “Whether that’s legislation, regulation or a code of conduct to hold the insurers to account for the premiums they receive from 15 million Australians, we’re open to the discussion.”

He further emphasised, “In this election campaign, both sides of politics must accept the critical need to reform the funding mess that allows insurance companies to rake in unprecedented profits while dictating pricing in hospital treatments and care.”
